[WIP] Workload tracing with nginx'd Tempo #323

Replaces grpc with jaeger http for workload tracing, so that it will work with Tempo + nginx

Wait for https://github.com/canonical/tempo-k8s-operator/pull/84 to merge and release/update the tracing libs before we merge this one.

Tempo was fixed (and re-written a couple times since then) so it can be closed.
