https://github.com/canonical/sphinx-docs-starter-pack/pull/226 introduced some sudo commands into the Makefile. They are a prerequisite for all other targets, and for some reason, are always re-run.
This is an issue when running locally, because you constantly need to enter your password before the build runs.
I think it would be okay to have the commands in a special target that is run when necessary, but as is, it's a problem.
@dviererbe Any ideas? Maybe we can extract the dist info from the readthedocs.yaml file instead?
