update file path in string replacement to fix the unmatched string for requirements files
check existing .gitignore and Makefile:
- if they already exist in the destination folder (e.g. folder specified as .), append the contents of the starter pack to the end of the existing files instead of overwriting the file

Hi @tang-mm - when do you think you can look at this again? Just wondering if we should get the file path fix in separately, since this is a bug.
