Adds project specific excludes to the make entrypoint #273

Some similar work will need to be done when the vale action is done by GitHub actions, but this works for now. I attempted some more complicated logic, but limitations with make brought me back to this relatively basic approach.

@ru-fu I have indeed tested it :) I'm not 100% happy with the implementation, but it works so I think that will do for now. I think optimising our Vale implementation will come next cycle.
