Optional Sequential Nav

Make the sequential nav optional / controllable in a graceful way. Ideal behaviour:

1. Ability to turn it on globally
2. Ability to turn it off globally
3. Ability to override the global setting on a page-by-page basis

basic implementation:

• previous/next navigation is off by default, configured in conf.py: use_sequential_nav = False or some such
• adding :sequential_nav: both (or prev or next) will turn it back on on a page-by-page basis

next level:

• another option for use_sequential_nav - `"auto"
• this is like use_sequential_nav = True, but only for pages that are included into toctables where :numbered: applies
