Need to update ArtefactBuild status to reflect failed builds on Jenkins #142

Currently, a failed Jekins job without submission might be presented as In Progress in TO, causing confusions for reviewers. In the screenshot below, the first ArtefactBuild should be shown as Failed, just like the second one.
