CAPWATCH import fails #101

Describe the bug CAPWATCH import fails on cadet HFZ import

To Reproduce Steps to reproduce the behavior:

  1. run CAPWATCH manually
  2. see 'Document is missing a required field' message

Expected behavior CAPWATCH import should process all files successfully
