Describe the bug Draft only permission level allows attendance add.

To Reproduce Steps to reproduce the behavior:

  1. Su as member with draft only permission level
  2. Go to event they drafted
  3. Add attendees
  4. Go to event they did not draft
  5. Attempt to add attendees

Expected behavior Add attendance link should not be present for members with draft only permission
