POC/manager/admin cannot edit/delete other unit member attendance records #109

Describe the bug POC/manager/admin cannot edit/delete other unit member attendance records. POC can edit/delete event home unit member attendance records.

To Reproduce Steps to reproduce the behavior:

  1. Su as POC
  2. Go to event with attendance records both within and external to home unit
  3. Expand home unit record and update or delete
  4. Expand other unit record and update or delete
  5. Refresh page
  6. See home unit record updated record. See other unit record not updated.

Expected behavior POC should be able to edit all attendance records for that event.
