Is your feature request related to a problem? Please describe. The current user interface is modeled after a published standard ca 2017. NHQ and SiteViz use a newer format.

Describe the solution you'd like Upgrade user interface to move away from 3 year old CAP website template and into something more refreshing, modern looking, and feature-rich (take advantage of newer web technology)
