Email html contrast unreadable #231

Describe the bug All account and password emails sent present text in an unreadable constrast.

To Reproduce Steps to reproduce the behavior:

  1. Go to Sign in page
  2. Click on 'Request it here'
  3. Enter your CAPID
  4. Check email. Title and subtitle are unreadable due to white text on very light blue background

Expected behavior Text should be readable

Actual behavior Text is unreadable

**Need to change email background code from f0f8ff to OE2B8D to be compliant with CAPR 900-2
