SQR 60-20 and 60-1 do not include active HFZ records #233

Describe the bug Only Phase 1 cadets are included on report

To Reproduce Steps to reproduce the behavior:

  1. Go to Administration tab
  2. Sign in
  3. Click on SQR 60-20 or SQR 60-1 report

Expected behavior All cadets should be included on report

Actual behavior No current HFZ records are displayed on report
