A unit desires the ability to delegate to cadet staff the specific permission to add attendance to events. Currently this functionality is tied to full event ownership by POC or Manager/Admin.

make Add attendance a function that can be delegated via the permissions interface
Describe alternatives you've considered
Assign cadets as Managers and assume the risk of them having full permissions
