EventViewer member sign up should not be present for past events #72

Describe the bug EventViewer member sign up shows for events that have occurred in the past, allowing any member to sign up for an event post-closeout. This should be limited to those with manage event permission, not open to individual members.

To Reproduce Steps to reproduce the behavior:

  1. Sign in
  2. Click on an event for which the pickup date/time has already passed
  3. See 'Sign up' button

Expected behavior Sign up button should not be present for past events.
