Describe the bug Attendance scan add link and admin form links are displayed to all members.

To Reproduce Steps to reproduce the behavior:

  1. Go to Admin
  2. Su as cadet
  3. Go to event
  4. See Attendance scanner and admin form links on page

Expected behavior Attendance scanner and admin form links should not be displayed to all members
