Past event attendance record information should be read only #99

Describe the bug Members can modify their comments and status for events that have already occurred. This should be a matter of record and not modifiable after the event has completed.

To Reproduce Steps to reproduce the behavior:

  1. Su as user
  2. Go to past event where that user has an attendance record
  3. Modify status
  4. Refresh page, see changed status

Expected behavior The interface should not allow members without "Edit event" permission to modify attendance records.
