Unfortunately this is a combination of Apple deciding to break how mice have always worked for the sake of making desktop more like mobile and Chrome's choice of when to dispatch wheel events.
The only workaround at the moment is to use a 3rd party tool like those mentioned in this thread to disable the mouse wheel acceleration.
Hey, I updated to Sierra 10.12.1 today and now I can only scroll up through the image stack when using either larval or adult CATMAID in Google Chrome. In Safari and Firefox it works, but the sensitivity to the mouse wheel has changed a lot which is very disorientating (you need to scroll quickly to scroll at all) and it feels as if the data loads more slowly (possibly just psychological, because of the weird scrolling). As people begin to update their OS, this will start to impact productivity.
