Use py39 for docker
Remove virtualenvwrapper references
GitHub Actions to make sure the docker image builds
Remove --upgrade-deps from docs

Nice, thanks for the quick fix for the dev Docker image! The changes look good to me and it's good to see that the venv changes make some of the code simpler!
