Rewrite Monte Carlo handling

The class MonteCarloLCA should be dramatically reduced or eliminated.

[ ] bw2calc needs to support comparative Monte Carlo
[x] matrix_utils needs MappedMatrixDict
[x] bw_processing needs to allow for selective use of distributions or arrays depending on matrix label
[ ] Parameters RNG: How are values fed into matrices?
[ ] Parameters RNG: Can we incorporate generating datapackages into bw2data? Or break out into separate library?
[ ] Need a separate compat function for calculation setups (to export datapackages)
