build.gradle will need updated to current gradle.org documentation. Plugin development

A custom repository will need configured until our plugin is accepted.Using Gradle Plugins

Wait on confirmation from plugins.gradle.org and test usage of submitted plugin before closing. Submitted Aug. 12th 2022.
