SWIFT catalogue web interface: add new nowcasting interface to catalogue website

Replace existing summary page with new nowcasting interface (#19)

• [x] Get past observed as well as current/forecast images Currently the ResourcesController summary method pulls out the latest image, plus forecast images if available. We'll also want observation images going back some number of hours (e.g. 6 hours).
• [x] #59 The static mockup defines a pre-populated manifest of image locations which are then loaded as required. Either need to do this for all product categories to be displayed or changing the select needs to trigger an action to return a manifest for the selected category (N.B. this would need to be fixed to the current display time).

Initial work on integration done and checked in to swift catalogue repo on BB as swift-gateway branch. Some further work needed to address the above points. Also display of forecast images has not been tested yet due to erratic nature of forecast images in test database.

Further work checked in on swift-gateway-cakephp3 branch addresses the "load newly selected resources" item although fixing to the current display time is not done yet.

The plan for getting the category subset for display on the nowcasting summary page is to add a flag to the database to indicate the categories to be displayed. The initial categories to be displayed are hard-coded (so we'll need to agree what these should be).

Test version of catalogue, with cake3 backend and Tamora's new summary pages is now live: https://science.ncas.ac.uk/swift-test

• [x] Resolve time offset issues caused by different generation times for some products e.g. RDT.
• [x] Do not show categories if no resources are available (and/or fail gracefully if no resources returned when a category is selected).
• [ ] Fix play/pause functionality - sometimes doesn't work as expected.
