SWIFT catalogue web interface: scroll summary panels so that slider is visible from bottom two panels #74

Feedback from Doug:

It’s not possible (on my screen) to see the lower 2 images while I am moving the slider forward and back.

Proposed solution: set the summary panel area to a fixed height relative to the initial viewport and allow scrolling.
