Investigate missing synoptic powerpoints #83

E.g. missing powerpoints for 2021100306 (and several subsequent initialisation times).

Could this be because lags in arrival of GFS data beyond the next initialisation time mean that the workflow moves onto the next initialisation time?

Review of folders in $SWIFT_GFS/GFS_NWP shows that not all GRIB files received for some initialisation times:

2021100206: GRIB files received and processed 2021100306: Not all GRIB files received 2021100318: GRIB files received and processed 2021100406: Not all GRIB files received 2021100412: GRIB files received and processed 2021100418: Not all GRIB files received 2021100500: GRIB files received and processed

(Workflow was interrupted on 20211005 due to JASMIN maintenance so subsequent GRIB files were received but not processed.)

Need to increase number of tries to get GRIB files (currently tries 3 times) or increase pause between tries (currently 5 minutes).
