cms-2016-collision-datasets: adds full provenance #222

Adds full provenance for the 2016 collision datasets.

Output includes:

config files to be added to the corresponding records
json files of the records for 2016 datasets and their configs (I can do a separate PR to the portal repo)

Commit e7b019661e6fec2c91fded7fafd54304a3d4cb6c adds dataset semantics files. Similarly to #214 and https://github.com/cernopendata/opendata.cern.ch/pull/3588 the files from outputs/docs/NanoAOD are to be moved to /eos/opendata/cms/dataset-semantics/NanoAOD respecting the subdirectory structure <recid>
