Fix and no quoting for CSV #18

Hey it's me again!

I figured a typo in the source base. int(number) or 0 I think you intended to have it like this...

I also added a way to have no quoting for csv by providing an empty quoting char. I hope it's in line with what you're doing?

Thanks again for your help. Just modified two test case to cover this update and added a little change to handle null quote as well, not just empty strings.
