  ~/.vim  should be installed in     HOME\vimfiles  
  ~/.vimrc should be installed in   HOME\_vimrc

I got bored and started the vimconf project for that: https://github.com/yannicklm/vimconf

Maybe running vimconf will be part of the ct-installconf script.
