fix build issues due to missing dynamic fields

In order to make the build work again I needed to add more properties from setup.py to dynamic

If someone could please merge this it would be magnificent, and make installing packages that depend on scikit-allel much, much easier!

Hi @leshaker, so sorry I missed this. Just to say this has now been manually merged via #409, also support for Python 3.12 is there.
