Extensive restructuring of rules doc. Condensed several sections, moved around a lot of sections, expanded on some rules, changes for clarity.

Also, the rules right now say that schedules get posted friday but that is inaccurate per the leagues' schedule pages. It appears they are released 5 days prior to the match (on thursday for TueNH and on Saturday for ThuNH)
