Draft dc issue #33

Deal with situation that arose in a week 1 match that the rules currently do not cover well. Creates a disincentive for draft dodging to substitute players in violation of rules while allowing matches to be played when the internet/power goes out.

Also I am on mobile so I am sure there are typos.

I think the spirit of chair league is that the game should be played. I think we might need some wording around it being up to the captain on the team without the DC to decide?
