ACIS_ft (ACIS/Focal) - create_focal_temperature_plots.py unused functions #12

There are several functions used in the create_focal_temperature_plots.py which are unused but are improved version of existing functions. Requires algo rewrite to properly use them.

Unused Functions: set_plotting_range(), check_time_format(), convert_to_ydate_list(), select_data_over_data_files()

Note: The corresponding pytest script contains placeholder testing functions for these unused functions. In the event these functions are used, create the corresponding testing functions as well.
