(Dump - /data/mta/Script/Dumps) OTG_summary.rdb not update since Sept 25 2022 #28

While the run_otg_proc python script has operated on the data files located at /data/mta/www/mta_otg and /data/mta/www/mta_otg/Sub_html have not been updated since September 25 2022, last data entry at fractional year time 2022268.19554900.

This lack of update data effectively makes the follow scripts unused in common dumps running.

Failure related to a telemetry formatting decision to convert OTG moves from being marked as Enabeld under FMT6 (format 6) instead of FMT4. Solution is to change the dumps telemetry file searching of the run_otg_proc.py script to grab FMT6 matching lines. This will handle future processing of these dumps files

To back fill this data. Solution is to artificially create a gratstat.in.tl intermediate file used to process OTG tl files with FMT4 (now FMT6) markers only. This will generate the necessary OTG_summary.rdb file as well as the matching Sub_html web page files.
