Hi @mrsantons, is there any background for this PR? All CHAOSS projects need to add such info?

Hi @eyehwan, we've been adding this file to repos to help describe our funding just a bit.

@mrsantons I don't think we are participating in Hacktoberfest this year. Over the past few years, we haven't found that the event really helps us
