Placeholder README files in some translations #39

Some of the translations do not have the appropriate README files. For now, I have added placeholders in the files according to the focus areas README template

Following README files will require updates before the release:

WG/focus-areas/README.md
WG/focus-areas/<focus-area-name>/README.md

The affected WGs include:

wg-diversity-inclusion
wg-risk
wg-value

chinese/wg-value/focus-areas/individual-value/README.md still has placeholders that need to be removed.
