Since there are so many actions and so many different ways to refer to them, and rather specific grammar that is expected, it will probably help folks to explicitly list these out. Possible places include the intended general mechanics help file, an ACTIONS/COMMANDS command that lists them (though note the existing ACTIONS ON and ACTIONS OFF commands), or a link on the browser version.
It might also be possible to provide a hyperlinked list that will fill that action in, and then with hyperlinked nouns, the game can be played by clicking... (that should probably be a different bug, but meh)
