Provide a secondary means of working with shimgen #213

Like a .shimgen file that tells you what to ignore, what is a gui, and whatever else. (A shim director)

It could be some sort of chocolatey.ini file as well for adding other things as those became available. Or it could be enhancements to the nuspec.

This is meant to answer a question for tools like https://github.com/mitchellh/packer/pull/2173

The workaround for https://github.com/StefanScherer/chocolatey-packages/issues/5 is to continue to use (Get-BinRoot)\packer and then add that to the path for now.
