Setting build matrix to match NEP29 schedule #147

@jchodera if you're okay with adopting Python 3.7, 3.8, and 3.9 as supported versions only to conform with NEP29, ready to merge!

We should probably standardize this across our projects. I wonder if the best way to do that is to propose adopting this standard for the MolSSI Cookiecutter and then harmonizing our build matrices across projects in the lab to stay in sync with the cookiecutter.

I've used NEP29 in other projects and I like it.

I agree, it will make maintenance much easier.

I'll start a slack thread so we can identify which projects we care about and start to get them more in sync.
