Only the screenshot tests are driven by our JSON configuration currently. This may lead to confusion and does lead to extra compilations of the Kotlin src when not strictly required. All the tests should be driven by our single configuration file.

A way for users to specify the browser targets (and versions) for the non-screenshot tests.

we could factor out the browsers into a distinct portion of the configuration file and reference these from both the screenshots and non-screenshots parts of the config.
