[Feature] ArcGIS Online (AGOL) integration

As a Moped user, I need access to my project data in ArcGIS Online so that I can create maps and analyses.

In scope

• A daily ETL process which pushes moped component data into ArcGIS Online

Out of scope

• 3672

• A post-processed "projects" layer that transforms points to lines so that they can be represented in a single layer.

Notes

• This script should be useful
• This script provides an example of pushing data through the ArcGIS REST API
• We should hold off on this work until #9675 is complete
