Update a few things for "Roadway Markings Work Orders" in Open Data Portal #10225

Describe the problem.

In the Socrata Open Data Portal for Roadway Markings Work Orders (https://data.austintexas.gov/Transportation-and-Mobility/Roadway-Markings-Work-Orders/nyhn-669r), change the "Completed Date" column name to "Closed Date" and description to "The date the work order was closed after final review"

How soon do you need this?

Talked to SMB, they said that this issue can be closed as it's a training process issue that can be handled internally.

We checked what the API to Open Data Portal "Completed Date". We also checked the "Closed Date" form to see what is being set.

Follow-up

@ChrispinP @dianamartin check to see if there is an automated "Jobs - Completed Date' for SMB, ask John.

@chiaberry @johnclary do you know if there is any automation that's happening for the Jobs Completed Date? cc @ChristinaTremel

@dianamartin we do not have an ETL that touches this field. i guess there could be custom javascript but nothing jumps out at me in the code. if you provide the object and field IDs we could confirm by searching the code.

@dianamartin we don't have any custom code that uses that field or that object.

if you look at field_2351 in the knack explorer you can see it shows up in some form rules for the "Complete Job" and the "Complete Job | SR" pages.

@susannegov - @dianamartin and I just looked at this on the back end. The completed date column should continue to be named Completed Date because this is the date that the Supervisors are able to fill out at the end when they're closing work orders and they've been instructed to make the completed date the date the last job was completed.

I also know the Markings Supervisors are closing things out in Final Review on a more regular basis, so I don't think they're having the same issues we had previously.
