Correct the placemaking projects page to include a "Completed" status #11333

Can you correct the placemaking projects page to include a "Completed" status? I believe it was supposed to be listed originally but it was inadvertently combined with the “End of Maintenance” phase so it reads “End of Maintenance - Completed". This is incorrect. It should list a "Completed" phase as one of the subheadings. Since it does not, I do not have a way to pull up any projects with a completed status. When all projects are listed, I am also not able to see some of the addresses that are in a "Completed" phase. I think “Installed” and “In Maintenance” should also be separated.

User story from SR description:

As a user, I want to be able to view a "Completed" status on the placemaking projects page, so that I can pull up any projects that have been completed and view the addresses of those projects. Additionally, I want the "End of Maintenance" phase to be separated from the "Completed" phase and for the "Installed" and "In Maintenance" phases to also be separated, so that the information is more accurate and clear.

Throughout the build, we agreed on these milestones that trigger status updates. The user will manually enter a milestone date.

If we break down the statuses, we'll need to reconfigure their triggers. The proposed breakdown into more statuses also requires more definition of what each status means. Example: what's the difference between Installed and In Maintenance?

In grooming 2/15/23.

Have a scoping meeting with Sandra about naming End of Maintenance to Completed would be a simple fix. Otherwise there's a lot of refactoring that we'll have to do.

Also invite David D. to be apart of the meeting to help with onboarding.
