Add level 5A polygons to locations tab

As a member of the Vision Zero team, I want to add a new set of level 5 polygons, 5A polygons, to the Locations tab to gain visibility into severe crashes associated with specific roadways that have a traffic signal.

Considerations

• The VZ team will provide a map highlighting the roads that need coverage, this will be the 5A set, and GIS will be used to draw the main lines and generate polygons for them.
• The new 5A polygons will be created with a new footprint that matches the spacing of level 3-4 polygons for better visibility, and will include intersections around the traffic signals and the segments in between.
• A Boolean operation will be performed to eliminate overlap with existing level 1-4 polygons.
• Integrate new level 5A polygons into the Locations tab and sort by comp costs.
• Allow for visualization of all crashes associated with each polygon in the new level 5A set for summary analysis.
• Ensure that the new level 5A polygons can be easily extracted or removed if needed.

This effort will help the VZ team to gain insights into a blind spot and do some summary analysis to improve traffic safety.

As mentioned in grooming 3/15/23. To create new polygons we'll need to run them through the Polygonizer tool which Frank referenced.

We'll need ask the VZ team if the 5A's are replacing the current 1-4s. 5A's should be generated by taking a union of the 1-4s, then the union becomes the 5A's.
