[Signs & Markings Operations] Disable Modal Background Click #12061

Similar to #11736

Chrispin mentioned that I should reach out to @ChristinaTremel on whether we should add "Disable Modal Background Click" to the Signs & Markings operations app as well.

I noticed I had this issue for managing hardware forms, but not sure if there is a use case where it should be kept enabled?

@susannegov I think it would be helpful to also disable modal background clicks for the Signs & Markings app!

Per discussion in app sync, putting this in icebox(?). Maybe something to bring up in next SMD sprint as an option?

I believe we can close this out if there is no plan to implement code for the entire app. Knack now has the feature to set this on an individual page by page basis if that is the preferred method.

During the November Sprint Review, we decided this would be useful because there are people that have had issues with pop-ups closing by clicking outside of it.
We want it for the entire application.
