Write Traffic Registry Digitization QA Wiki #1239

After meeting with Engineering staff and spending time QA-ing the data that AECOM provides, write a wiki explaining ATD's role in digitizing and QA-ing the Traffic Registry.

@johnclary : After meeting with Ed, it seems that there if the regulations are unclear, then the best course of action in every case would be to check in with the area engineer first, and let them assign potential field checks, or delete or re-write outdated regulations. This wiki might best be written after the contractor has finished the project and delivered the data, tools, and workflows that they followed to digitize the regulations. We might consider asking if they'd include such documentation as part of their deliverables.

This project is over, but this documentation is still nice to have - going to icebox for now.
