New Feature(s) to connect SIF with related PR & SP folders [EPIC]

TDS is tasked with streamlining SIF review process. Finding the related PR is taking too much time. TDS needs to be able to connect the SIF and the PR folders.

1. Script to remove SIF connections to PR folders. Users have made the SIF the parent of the PR. (Being done on #12533)
2. Figure out how to connect the cases moving forward in a way that doesn't cause problems to the BP & connected trade permits.
3. Solution to connect the SIF and SP folders.

Possible solutions:

1. Auto-create SIF folder during SP review, when the SIF requirement is identified. Set the SP as the parent of the SIF.
2. Staff manually connect the SIF to the PR. Should SIF be the parent, or the child?

ROW Conversation

• Kim: DS linked to BP, BP linked to PR
• DS looks at parent for approved status.
• With the linking relationships (shown below) - the DS is looking at the top of the relationship tree - all the way to SP/C8
• ROW is unable to modify the DS folder because of this.
  • Tracy advised ROW it's ok if they manually remove the parentID on PR folder whenever they run into this issue w/ DS.
• Kim searching to see if she's able to find them and remove the connections herself.
  • She is unable to make the updates. Batch job needed.

SP/C8 → SIF → PR → BP → DS
