Bug: Folder Conditions Field Should Be Expandable (CTM)

Previously on A6 users were able to open/expand the folder conditions field during editing. They are not able to do this in A7. ROW permit analysts put a lot of information in this field, and not being able to expand it is frustrating and time consuming. This needs to go to Jenice to be routed to Granicus.

Describe the problem.

Across all ROW permit folders (DS, EX, RW, PSM), the freeform textbox in the Condition tile in the Folder tab needs to be expandable while in editing mode (or, if that is not possible, should be a larger default size). ROW permitting staff often have a large quantity of conditions to place in this freeform text field and the inability to expand the textbox makes this task more tedious/frustrating for them.

Describe the outcome you'd like to see when this feature is implemented.

ROW permitting staff will be able to more effectively input necessary permit conditions no matter the quantity.

Describe any workarounds you currently have in place or alternative solutions you've considered.

Using the scroll bar within the existing undersized textbox.
