VZA reference map #1306

As noted in #1250, a web map with

VZA locations
Signal locations
APD Sectors
Council Districts would be a useful addition to the Scheduler workflow.

No need to embed this in Knack, a freestanding AGOL map is fine. It might even be useful for Assigner and Officers to have a link to it as well.

@amenity the map is not shared with anyone yet, it's in progress, but no-one else can see it at this point.
