Ability to close a TIA Determination when the submittal isn't accepted/complete.

Describe the problem.
The TIA Determination Worksheet and SIF Worksheet portals in TDS KNACK are working great BUT, we still have to go outside of the portals to talk to applicants, ask them questions and to provide more information in order to complete their determinations/assessments. With the number of worksheets we process, this is a lot of time expended on going back and forth between applications (principally Outlook and KNACK, but also Adobe/Bluebeam, the ITE Trip Gen website, and the SIF Worksheet).
Describe the outcome you'd like to see when this feature is implemented.
We'd like to able to communicate with the applicant entirely in KNACK.
Describe any workarounds you currently have in place or alternative solutions you've considered.
Our current workaround is communicating with the applicant via email, which creates a lot of work and duplication.
