Automate location polygon updates

After we complete location polygon updates in https://github.com/cityofaustin/atd-data-tech/issues/18629, we need to establish a process to automatically update location polygons at some frequency. Roughly, this process should:

Check AGOL for any new/modified polygons
If modified polygons are found, delete the old polygon rows from the db and import the new polygons
Re-process all CR3 crashes, non-cr3 crashes, EMS incidents, and AFD incidents to assign the correction location ID

Once polygons are updated in MAINT they will need to be pushed to the VZDB.
