AMANDA AB+C Portal update DS help text #13770

Please replace the circled text in AB+C Portal to the following for Drieway/Sidewalks applications

"Please enter all known data. For further information regarding Driveway/Sidewalk permits, please visit this linked webpage."

Describe the problem.

AB+C Portal bug/issue: ROW wants to remove the yellow help text from the Driveway/Sidewalks application types in the AB+C portal, which currently displays textual information that is not relevant to Driveway/Sidewalk permits. See attached screenshot.

We can't find an ADO backlog item for this.

@KyleErich Will post an alternate language to be displayed if AB+C portal needs to show some language in the portal.
