This issue is intended to design the EOC start center for storm-related events and will include the SOP to discuss proper Maximo procedure when the EOC is activated within SBO.

[ ] ~notify via maximo mailing list~
[ ] ~discuss job plan usage~
[x] design EOC start center
[x] create naming convention for description
[x] portlets to create
[x] create reports for labor, material, and tools
[ ] ~develop Maximo EOC training for dispatch~
